I guess I found a kind of workaround for this: When I switched my windows
country settings to "English (USA)" I was able to define the chart properties
and create a chart, preview the report, etc. When I am satisfied by the report
I chang back to original country setting (e.g. germany). After that I am still
able to run the report, it is displayed with the chart correctly. But: I am not
able to edit the chart properties in report builder (gets an error), so I have
to switch to "English (USA)" again in order to edit chart properties later on.

I hope this help until Adobe finds a real solution for this. They are already
working on this issue.
