Default Newbie Q: Horiz lines

Still finding my way around this program and keep coming up with problems on how to solve the most simple of problems...for instance, how do you insert thin or thick horizontal dividing lines between paragraphs of text, as shown here for example:

add horizontal rule (as in ruler) tag==> <hr /> as seen below

or in dreamweaver go to Insert/HTML/horizontal rule

If you ever wonder how a website is done, when you are in Internet
Explorer, go to View/Source and dreamweaver should open the page for
you to see how it was created.

Not wishing to confuse anyone here, but it can be done by just <hr> in the
text.
You can also specify its width and alignment <hr width="80%" align="centre">

A question about this.......I know "centre" is the British spelling
but is it recognized and is colour also recognized?
