Default Library Items

I have a question concerning library items. What are they really used
for? I thought they were used like snippets but fancier. But from the
behavior it used did not make any sense. For example I have a 30-35
line menu on every page. So I figured I'd do an library item on it. I
copied and pasted my code in the area, and saved it. When I imported
it into a page, instead of doing src="bio.htm" it does src="file|//[my
local path]/bio.htm" Whats the point of using a library item if you
have to edit it after insert?
