Default Dreamweaver webpage format issue

I am having a slight problem trying to format a site.


I used a 800x600 template, reduced it to 50%, drew layout cells over my
template, and inserted my pictures and text.

At the bottom of the page I inserted a horizontal line and put the
copyright under it. The page looks good when viewed; but if I change my
resolution to 1280x 1020, the horizontal line (and all other contents) are
towards the top and my background color (black) continues down.


How can I solve this issue so the page looks good vertically through
different resolutions?
