Default page rulers

I can't seem to change the unit of measure in the page rulers. Whatever I
choose, the page rulers remain the same. Am I stupid, mad or is this a weakness
of Freehand?? I really need to be able to define specific measurements but all
I can define is proportion. Help me out somebody before I give up and go back
to paper and pens like they used to have in the real world!!

No. I'm talking about the available presets. I want to creat a document 60cm by
170cm. All I can do is create a document 60 something by 170 something. I've
specified centimeters and set the output resolution to 300. When I export the
artwork to png and open it in Photoshop, it seems to open up as a smaller (MUCH
smaller) document.

I'm assuming that it's me doing something wrong.... but what??

Change the resolution in Photoshop without resampling and check the dimensions. Png can include resolution/dimension information but as memory serves FreeHand will not include it.

FreeHand export and import filters are adequate at best. So export as eps or ai and import into Photoshop. Then you can select dimension, resolution. color space, etc. and the rendering will probably be better.

Note that you can type for example 170mm even if the units are point. FreeHand will convert the value to points, though. This is a feature available in all good graphics software. In FreeHand (and InDesign) you can type for example to a field (mm) 210 + 24pt, then hit enter and you'll get 218,46 (mm).

I think that you may be trying to change the units of measure in the
View > Rulers > Edit menu item. To simply change your unit of measure
just look at the lower left of your document window. Next to the Page
Number selection is your current unit of measure pop-up menu.
