Default URL-encoding a string?

I have to send a string to a dot net developer to use in her app. Since the
string comes from a user-input text field, and they can type anything, I need
to URLencode the string I send her.

I have tried escape(), but she says that is only working for spaces.

Here's how I have it:

private function sendJPG(s:String):void {
...

s = escape(s);

var jpgURLRequest:URLRequest = new URLRequest("/foo/dotnetapp?name="+s+".jpg);

...

}

The problem might be on her end after all. Everyone blames the flash developer.

Why I trace the above code with a value lie s="my test!?$ name"

and then escape(s) and trace(s), the characters are all correctly replaced.

Unless something is happening to it in making the string a URLRequest?
