Default IE browser

When I select the IE (y) browser to test locally, I always have to connect to
the internet. wheras, when I use Safari and FireFox, I don't have to. Am I
doing something wrong. is there a way so that I don't have to connect?

As previously noted, Work Offline is under the File menu, not the Tools
menu.

That's correct. I was referring to the status bar's tools dropdown.
