Default Dreamweaver doesn't apply CSS on Split/Design View

Hi There,
I've got following problem: I created templates for the sites of my website,
that are using all the same CSS File, that I've included in the template files
(see attached Code).

Now I want to create a site from a template, so I get this view:

Here I can see a preview from the site with a working stylesheet. Now I
click OK, to create the new site and now I got this view:

I can open the template and edit the editable parts without any problems, but
I do not see the text with the applied stylesheet (It's not the CSS on/off
button). I tried this on four computers, and on one computer it worked until I
saved the new file. What I have to add is, that dreamweaver changes the
relative path to the stylesheet to the right one after saving without a problem.

When I open the template file to edit it, it works fine. Maybe someone can
give me a hint?

instead of screenshots, please give links to the actual pages so the code
can be seen.

questions:
Is this a dreamweaver Template .dwt file?
Is it in a folder off the root named Templates?
Why is the above quoted path showing a folder named template ?

these sites are not only yet and could not be viewed by others.

Yes, the Template files are *.dwt files

Yes, the *.dwt Template files are in the root/templates/ folder; otherwise DW
does not find them in the "New from template" dialog.

This is the code in an *.dwt Template file that includes the CSS stylesheet.
When I open a new file from an template DW automatically changes it to
file://absolute_path, after I save it, DW changes it to an absolute path to the
original file.

Solved: Dreamweaver needs html, body and head Tags for showing the Stylesheet right.
