Default How to add a simple </ br> rather than full <p>

Am I missing something somewhere? I'm at a loss at how my users can put in a
simple line break rather than adding a full paragraph in certain circumstances.
Surely this must be possible? Anyone out there know something I don't?

Thanks - much appreciated. I'll try the soft return option as this will better preserve my para formatting.
